It seems corgi racing is less about the speed of your corgi and more about whether he can run in a straight line for long enough to complete the race.
The festivities are tongue-in-cheek. And it seems most of the winners excel because whatever they saw opposite the starting line was more interesting than anything in their peripheral vision.
I'm a big fan of the corgi in the second lane from the right who turns around to go back to his handler almost immediately.
